Brewster is the exception that proves the rule: the small village core has sewers, while the surrounding Town of Southeast largely runs on septic — in the middle of NYC's East Branch reservoir country.
If you're buying in the area, the first question is which side of the line the property sits on. Inside the Village of Brewster, most homes connect to municipal sewer — septic isn't your problem. Outside the village, across the Town of Southeast's lake communities (Tonetta Lake, Peach Lake on the border) and rural roads, individual septic systems are the norm. Listings don't always make this clear, so verify with the town before you waive anything in a purchase.
Southeast surrounds the East Branch Reservoir and borders the Diverting and Bog Brook reservoirs — all part of NYC's Croton system, and all named basins in the East of Hudson septic reimbursement program. A failing system near these waters is exactly what that program exists to fix, so check eligibility before paying for a replacement yourself. County rules apply as everywhere in Putnam: registered contractors, documented pumping every 3–5 years, MS4 data sheet filed after each pump-out. The county health department is headquartered in Brewster, which makes permit questions a local errand rather than a trek.
