Lake Peekskill is a lake community in the Town of Putnam Valley — small lots, steep ground, and a lake that residents are often told qualifies for the state septic grant. It does not. Here is what is actually available instead.
Lake Peekskill is not on the state's eligible waterbody list. The New York State Septic System Replacement Fund only reimburses work near waterbodies that the Department of Environmental Conservation has designated, and the Environmental Facilities Corporation publishes that list. Putnam County has six entries on it — Oscawana Lake, Foundry Brook, Middle Branch Reservoir, Upper Muscoot River, and the Middle and Upper East Branch Croton — and the current list, dated 14 July 2026, is final and closed to additions. Neither Lake Peekskill nor Barger Pond appears on it.
This matters because the two nearest comparisons cut the other way. Oscawana Lake, a few miles north in the same town, is eligible. So homeowners around Lake Peekskill hear neighbours in the same town describing a grant they cannot get, and some are told at the counter that their lake "should be added." It will not be — the list is closed.
Two things, and they are worth asking about before you assume there is no help at all.
County discretion beyond 250 feet. The programme's core rule is that a failing or likely-to-fail system within roughly 250 feet of an eligible waterbody can apply. Beyond 250 feet, the county has discretion where it judges a system has reasonable potential to affect an eligible waterbody. Whether any given property has a defensible connection to an eligible waterbody is a question for the health department rather than for a guide — Putnam County DOH's septic grant contact is Joseph Paravati, 845-808-1390 ext. 43157. If the answer is no, you will at least have it from the person who decides.
Reimbursement rates, if you do qualify. Since the July 2025 legislation there are two tiers: 50% up to $10,000 for a conventional replacement, and 75% up to $25,000 for an enhanced treatment system. Many county and state pages still quote only the older, lower figure. For a lakeside lot that difference can change which system you install.
Lake Peekskill was laid out as a lake community, which means the constraint here is rarely the septic technology and almost always the lot. Parcels are small, many are sloped toward the water, and the rocky, shallow-to-bedrock ground common across Putnam Valley leaves limited room for a conventional leach field. Soil and percolation testing will drive the design more than anything else, and a tight lot close to the water frequently rules out the cheapest option before a contractor has quoted anything.
That is the case where an enhanced treatment system earns its keep on merit rather than on grant money. Compact units approved for use in Putnam County can fit where a conventional field cannot, and they remove most of the phosphorus that feeds the algal blooms these lakes are prone to. Countywide rules apply here as everywhere in Putnam: use a county-registered installer, pump every 3–5 years, and keep the MS4 Septic System Data and Inspection Form on file with PCDOH — it must be filed within 30 days of the work.
The septic grant list is closed, but a separate New York programme is not location-restricted in the same way. The state is paying for free PFAS testing on private wells across the whole of Putnam County, and up to $5,000 toward treatment where a result comes back above the guideline — no eligible-waterbody test involved.
