West of the ridge, Putnam changes character: Hudson Highlands granite, historic village lots, and estates on acreage. The septic picture changes with it.
The Village of Cold Spring (and Nelsonville in part) has municipal sewer service in its core — many village homes don't have septic at all. Step outside the village into Garrison and the rest of Philipstown, and individual septic systems are the rule, often on properties with substantial acreage but challenging ground.
This is the rockiest terrain in the county. Shallow depth to bedrock and steep slopes are the two things that most often complicate a leach field design here, and they're why quotes for the same size house can vary enormously between a flat meadow lot and a hillside one. Soil and percolation testing drives everything; budget for an engineered design if your land is typical Highlands ground. Homes near Clove Creek and its aquifer — the drinking water source for parts of the area — can expect extra attention to separation distances.
Putnam's countywide rules apply on the west side too: county-registered contractors, 3–5 year pumping, MS4 data sheet. For failing systems, run the grant checklist before contracting — parts of eastern Philipstown drain toward West Branch basin territory, and program maps are more surprising than people expect.
